Peel and dice potatoes. Place 7 cups of water, potatoes and ckicken boulion into large soup kettle. Bring to light boil and cook until potatoes are tender. Add Candian bacon. Mix flour with 1 cup water (room temperature or cool; not hot). Pour into soup, stirring to keep from lumping. Once thickened, add cheese and stir until melted.
