Brown turkey in large stock pot. Add onion, garlic, carrots, green pepper, and celery. Cook until tender (about 8 minutes). Add potato and chicken broth. Bring to boil, then reduce heat and simmer 10 minutes. Meanwhile, in a small saucepan, melt butter, stir in flour until smooth. Add milk, bring to boil, reduce heat and stir constantly for two minutes. Add cheese to mixture, stir until melted. Pour cheese mixture into soup. Stir until combined.
