Here is how you make Creamy Celery and Fennel Soup:

Combine celery, fennel, broth, water, rice, tarragon, and salt in a large saucepan. Set over medium-high and bring to a boil. Reduce heat to medium-low and simmer, covered, stirring occasionally, until celery is tender. Approximately 25 minutes.Ladle soup into a food processor. Whirl until smooth. Return soup to the saucepan and set over medium heat. Stir in milk and lemon juice. Continue cooking until mixture is heated through. Approximately three minutes.Divide into four large soup bowls. Serve hot.
