In a large pot, heat oil over medium-high heat. Saute onions and carrots until onions are tender (about 5min) Stir in garlic, 1tsp salt and bay leaf; saute 2 min. Stire in peas and stock. Bring to a boil, reduce heat and simmer uncovered, stirring occasionally for 45 min or until peas are very tender. Cool slightly. Throw out bay leaf. Blend in blender until smooth. Season to taste.
