Add the leeks and cook, stirring for 3 minutes, until slightly softened. Add the celery and cook for another 3 minutes, stirring. Add the broth, lemon zest and juice, potatoes, and parsley, and season with salt and pepper. Bring to a boil, then reduce the heat, cover the pan, and simmer for 25 minutes.
