Put everything and only 2 cups of the water and not the cauliflower in the Instant pot and cook for 6 minutes. Let it release for 10 minutes and then release the rest of the pressure. Add the cauliflower and 2 more cups of broth and cook on saute until the cauliflower is cooked the way you like it.
