Melt butter over medium-low heat in a large saucepan. Add celery, onions carrots and garlic and saute until just softened, about 5 minutes. Add chicken broth and water. Bring to a boil. Add remaining ingredients and simmer until pasta is cooked and all veggies are soft, about 15 minutes.
