Heat the oil in a soup pot over medium heat and saute the onion until softened, 5 minutes. Add the serranos and saute 1 minute. Add the remaining ingredients, bring to a boil, lower heat and simmer until onion is cooked to your liking. If desired sprinkle with cilantro. Adjust seasoning. While soup is cooking: Preheat oven to 400 degrees. Cut the corn tortillas into 1 x 1/4-inch strips. Put on a baking sheet and spritz with cooking spray. Bake until crispy.
