Add the vegetable broth to a crock pot and turn heat to high.Dice 6 medium sized red-skin potatoesAdd to the crock pot. Add 2 cups coarsely diced ham to the crock pot.Melt 2 tablespoons butter in a pan.Crush 3 cloves of garlic into the pan.Dice the onion and saute it until it's translucent.Add it to the crock potWithdraw some warm broth from the pot and mix it with 2 tablespoons of cornstarch until smooth. With constant stirring, add the cornstarch mix to the saute pan. Add water a couple tablespoons at a time to adjust the paste to the consistency of thin pancake batter. Cook briefly, until the cornstarch binds the butter in the pan. Shred the cheese and add it to the pan. Adjust with more water if necessary to return the mixture to the consistency of thin pancake batter. Add the cornstarch mixture to the crock pot - slowly with stirring.Bring the milk to about room temperature. Slowly and with constant stirring, add it to the crock pot. Continue stirring slowly until the milk has warmed up in the pot, so minimize the possibility of curdling. Add black pepper and chives to season.Allow the soup to cook just below the boiling point until the potatoes are fork-tender, about 2 hours.
