Chop onions and stir into oil. Cover pot and cook onions over low heat until translucent. Meanwhile, put on a kettle of water to boil; and peel, dice and parboil potatoes in separate pan. Once onions are translucent, raise heat slightly and stir in approx. 1.5 Tbsp flour (or cornstarch). Keep stirring to cook the roux, then slowly add boiling water from the kettle, making first a gravy and then a thick broth. Add the chicken broth (you can also use sodium-free boullion) and the parboiled potatoes. Stir in the paprika. Cover and heat under medium heat until the potatoes are soft. Taste and correct seasoning if necessary.
