How Do I Make Kerri's Potato Soup?

Here is how you make Kerri's Potato Soup:

In the bottom of a large pot, brown garlic in butter over low heat. Add potatoes, water and salt. Cook on med-high until water is boiling and heat until potatoes are done (fork pierces easily through potato cubes, ~25 minutes). Add black pepper, cayenne, and bouillon cubes. Mash a few of the potatoes in the pot to release some starch and allow the soup to thicken a little. Taste for seasoning. Add half-and-half. Stir. Allow to warm bit.
