HEAT a large soup pot over medium-high heat for a minute or two. Add the olive oil and continue heating for about a minute. Add the onion & garlic and saute for 2 minutes. Remove from heat.IN a blender add the jar of roasted red peppers with the liquid, the onion & garlic and the package of dry milk powder. Puree until smooth.TRANSFER the red pepper mixture back to the soup pot.
