In a dutch oven coated with cooking spray, cook the turkey, onion, celery, carrots and garlic over medium heat until meat is no longer pink, stirring occasionally to break up turkey. Add the water, beans, tomato sauce, tomatoes, parsley, bouillon, oregano, basil and pepper. Bring to a boil. Reduce heat; cover and simmer for about 30 minutes. Add the cabbage and green beans, cover and simmer for another 30 minutes. Add macaroni and simmer for about 10 minutes or until macaroni is tender.
