In large stockpot sprayed with nonstick cooking spray, brown the ground turkey until no longer pink. Stir in the celery, carrots, onion, garlic powder and salt. Cook and stir until vegetables are crisp-tender. Pour the V8 and water into the stockpot, and then dump in the rest of the ingredients. Bring to a boil, cover and simmer for 30 minutes or longer.
