Brown beef in a large soup pot. Drain all fat and discard. Add onions and celery; cook until onions become clear. Add onion soup mix, water, beef broth and barley. Cook on low-medium heat for 20 minutes (follow cooking time on the barley package). Add the frozen vegetables, tomatoes with juice,pepper and salt. Bring back to a boil and cook until vegetables are done, about 10 minutes.I usually serve this with a sprinkle of shredded cheese or Parmesan.This makes a lot of soup so I freeze containers for another day!
