In 1 quart saucepan melt margarine over medium-high heat ; add vegetables and saute until tender crisp (3-5 minutes). Reduce heat to medium; cover and let cook until vegetable are soft (about 5 minutes). Sprinkle flour, mustard and pepper over vegetable and stir quickly to combine. Cook for 1 minute. Gradually add milk stirring continually then add broth. Bring to a boil.
