Season each side with salt and pepper.Stir flour, baking soda, cayenne, s & p, together in shallow bowl.Beat egg whites and water together in separate bowl.Dredge each chicken piece: 1. flour mix2. egg white3. flour mix,placing dredged breasts on plate to transfer to skillet.Spray nonstick skillet with Pam. Cook each breast a few minutes on each side over m/h heat til browned a bit. Place browned chicken in baking dish (sprayed with Pam). Heat oven to 325. Reserve skillet for use with sauce.Sauce:In large glass measuring cup, create chicken broth by mixing 1 1/2 tsp McCormack Chicken Base with 1 1/2 c boiled water. Stir til completely dissolved.Pour into (now empty) skillet; turn heat up to medium, and mix so that any brown bits become part of the sauce. Add lemon juice, lemon zest, white sugar, corn syrup, garlic, and rice vinegar. Stir well. As this is heating, mix together the arrowroot (cornstarch can be subbed for this) and a little cold water, just enough to dissolve the arrowroot or cornstarch.Let sauce simmer for a few minutes. Gradually add in arrowroot/water mixture, stirring as sauce continues to simmer, until thickened - add more arrowroot/water mixture if needed to get sauce to right consistency. Pour sauce over chicken in baking dish.
