In deep skillet, saute onions and garlic in butter. Stir in ground beef and brown well. Dissolve in 2 1/3 cups reserved liquid (add hot water, if necessary to get the correct amount), 2 beef bouillon cubes. Add liquid to meat mixture; cover and simmer 10 minutes. Stir in reserved beans, long grain white rice, sugar, salt, cumin and pepper. Bring to boil, reduce heat, cover and simmer 30 minutes or until beans and rice are tender and liquid is absorbed. You will need to add more liquid during cooking time. Check seasonings and stir in 1 T. cider vinegar.
