Sauce:Dice the onion and mince the garlic. Then start with a large 2" deep skillet, and start to sautee the onions and garlic (Over medium heat). Then add the ground beef, and brown it. Then add your spices (Cumin, Basil, and Black Pepper). Then add in your Rotel, Corn, Green Beans. Finally add the Worchestershire sauce. Turn to low heat until Rice is finished. Rice: W/O a rice cooker Bring a deep sauce pan out, place on a burner at high heat Filled with 4 cups of water. Wait for water to boil and then slowly add the rice. DO NOT STIR. Then (mostly - leaving a small gap for steam to escape) cover. Reduce the temperature to Medium heat and set your timer for 20 minutes. After that it should be just about done. Turn off the heat and let it sit covered for another few minutes. Rice: With a Rice Cooker. Add 2 cups of rice to the rice cooker, add 4 cups of water. Press the button. Wait for the beep/click. (should be about 20-24 minutes. Serve on a plate, or soup bowl.
