Brown meat and onions in oil. Drain mushrooms and add enough water to liquid to make 1 cup. Add 1 cup liquid and mushrooms and simmer 1 1/2 hours. Place meat in bottom of a 9x13 inch pan. Place potatoes over meat and combine soup, milk, sour cream, salt, and pepper. Pour over potatoes and sprinkle with cheese. Place tater tots on top.
