In hot skillet, toast cumin for a few minutes, set aside. Add oil to same skillet, saute bell peppers for a few minutes, then add onion and garlic and saute until veggies are soft. Transfer to a blender or food processor. With same skillet, add oil. Dredge livers in flour that was seasoned with salt and pepper. and sear in skillet. (Med heat for about 2 minutes each side.) Remove livers to plate. To same skillet, add lemon juice and worstershire sauce, scraping the bottom of the skillet to deglaze, add a little water to have enough to make a sauce. Pour into blender and puree with veggies to make sauce. Return to pan, add flour if needed to thicken. Return liver to sauce, and heat through (another 2 to 3 minutes.
