Place roast, chopped garlic, olive oil and basil into a gallon size ziploc bag. Make sure the mixture is rubbed all over the roast and marinate at least a couple of hours- overnight is better. Sear roast in skillet or on griddle until all sides are just brown. Place roast and marinade in slow cooker with remaining ingredients and enough water to just cover the meat.
