Spray a frying pan or large pot with cooking spray; I prefer Pam olive oil. Heat pan and add corned beef, garlic and onions.Break up cb and cook until it is a dark red. Add tomatoes and 2 cans of water. Add bay leaves and salt and pepper to taste. Cook over medium heat until majority of water evaporates. Remove bay leaves.
