In a large dutch oven, melt butter and brown meat which has been dredged in flour. Meanwhile chop vegetables. Then add the onions and celery into the dutch with the browning meat. When the onion, bay leaves, and celery starts to sweat. Then add carrot and let it saute for about 5 min. Then add potatoes. Pour the broth or stock until it just covers all the meat and vegetables.
