Steam cabbage leaves until tender, trim from core and separate. Put olive oil in large skillet over medium-high heat, add garlic, onion and green pepper. Saute until translucent. Add beef and cook until browned. Drain any fat. Add tomato paste, tomato sauce and the seasonings. Spray baking dish with non-stick spray.
