Some people pare down the core - I don't. Mix all other ingredients except the tomato juice in a large bowl making certain that the garlic powder mixes throughout the meat mixture. Don't precook the rice. Roll meat mixture into the leaves and place them in a large roasting pan. Pour 1 can of Tomato juice over the rolls and cook on 350 covered for about 3 hours or so. Check periodically and pour more Tomato juice in the pan as necessary as the rice will absorb the moisture. I also sprinkle more garlic powder on the top when I put the tomato juice in so that the flavor cooks through. They are done when the smell of garlic fills every corner of your home, the 2nd can of tomato juice is almost fully absorbed and there is a slight bit of charring on the top layer of cabbage rolls .
