In a large skillet combine beef, garlic, salt, pepper, sugar, tomato sauce & tomato paste. Bring to a boil, stirring to break up meat. Simmer uncovered for 15 minutes.In a bowl, combine cream cheese, sour cream, olives and green onions.Spray 9 x 13" baking dish with cooking spray. Put 1 c. sauce in bottom, then layer noodles, sauce and cream cheese mixture. (If using lasagna noodles, repeat layers until noodles are gone. If using small noodles, you will only have one layer of each item.)
