Here is how you make Western Casserole:

Preheat oven to 350. Boil macaroni according to package and salt to taste. While it is boiling, in a skillet, Brown ground meat. Add tomato sauce, tomato paste, corn(drained), sugar, and half of shredded cheese. Add red pepper flakes and chili powder. Simmer about 10 minutes. Drain macaroni and spread in bottom of casserole dish. Pour meat mixture over macaroni.
