Slice unpeeled eggplant into 1/4' slices and set aside.Brown ground beef; drain and set aside.Finely chop the garlic and saute it with bell pepper. Add the browned ground beef, chopped fresh tomato, basil, and Italian herbs. Bring it to a simmer. Lightly grease a 9" x 13" casserole dish. Place a single layer of eggplant slices in the bottom of the dish. Place over it half of the meat sauce, then a layer of sliced onions. Sprinkle over it half of the bread crumbs. Then layer again with eggplant, meat sauce, onion slices, and the rest of the bread crumbs. Sprinkle the parmesan cheese over all.
