Cook rice according to package directions, omitting any salt and/or butter. In skillet, brown ground beef with onion and chopped bell pepper, adding salt and pepper. When rice is done, add beef mixture and tomato sauce and mix well. Line bottom of 2.5 quart casserole dish with bell pepper strips/squares. Pour rice mixture on top. Lay cheese over the top.
