Here is how you make Mock Stuffed Cabbage Casserole:

Preheat oven to 450. Spray a 13 X 9 inch casserole dish with cooking spray. In a large pan, saute ground beef, onion, cabbage, and rice if not using instant until beef is browned and onion and cabbage are slightly softened. Put mixture into the prepared casserole dish. In same pan used for beef/cabbage mixture, mix tomato sauce and water and heat just to boiling. Pour over mixture in casserole dish. Cover dish with foil. Bake covered for 50 minutes.
