Cook potatoes in salted water for 15 minutes until soft and ready to mash. Mash potatoes with 1 cup milk and 1 cup of cheddar cheese. Salt and pepper to tasteSaute onion, carrots and celery for 8 to 10 minutes until soft. Add flour and tomato paste. Cook for 3 to 5 minutes. Add garlic and thyme cook until fragrant. Brown beef. Deglase pan with wine. Add water. Cook until slightly thicken. Pour into a 9 x 13 pan. Top with Mashed potatoes and then cheddar cheese. Bake at 450 degrees for 5 minutes.
