Here is how you make Slow Cooker Lean Beaf and Bean Chili:

Saute approx 1.25 lbs of 93% lean ground beef in pan on medium high. Add 1/2 of all spices listed to beef. Once the beef is browned, lower heat to medium and add chopped red bell pepper and onion. Saute until soft. Lower the heat a little bit, and add 3 cloves of chopped garlic. Saute about a minute until garlic becomes fragrant. Stir everything until all incorporated and ground beef is a little more browned and crispy in parts. While ground beef is browning, add diced tomatoes, black beans and kidney beans to slow cooker. Add the other 1/2 of all of the dried spices (or more to taste). Add salt to taste, but that will increase the sodium amount listed in nutrition facts. Add browned ground beef mixture, tomato paste and 1/2 cup of water to slow cooker and mix.
