Spray inside of slow cooker insert with olive oil spray.Crumble beef into bottom of slow cooker insert. Sprinkle ground cumin, chili powder, salt, pepper, garlic, and bulgur over the beef. Mix well.Add the kidney beans, onion, bell pepper, celery, tomatoes, hot pepper sauce, and salsa verde. Mix well.
