Add onion and garlic to oil and cook for 3-4 minutes until the onion begins to soften. Add ground beef and cook, crumbling, until almost no pink remains. Drain most of the grease. Add stew meat, sear stew meat as best you can. When stew meat is cooked through, add all remaining ingredients except for the sugar. Cover and bring to a boil. Reduce heat and simmer for 15 minutes. Taste and add sugar if needed (sometimes the chili is a little bitter).
