Here is how you make Chinese Chow:

Cook the ground beef in a pan. Drain off excess fat by rinsing in a strainer. Pour beef into bottom of a casserole dish and spread to cover the bottom. Add the chopped celery on top. In a separate bowl, mix the can of soup, milk, pepper, and chopped onions until thoroughly combined. Pour mixture over the celery/beef in the casserole dish. Top with chow mein noodles.
