Add the rice and onion; cook, stirring occasionally, until the rice begins to brown lightly, about 5 min's. Add the garlic and cook for one minute longer. Add the Salsa and cook, stirring, until the liquid is absorbed, about 1 to 2 mins. Stir in the hot chicken broth and bring to a boil; reduce heat and simmer, cover and cook for 20 min's. Remove from heat and let stand for about 5 min's.To complete the Paella, heat the oil in a large frying pan over medium high heat. Add the onion and smoked sausage; cook, stirring, until the onion is soft, about 10 min's. Sprinkle in the paprika and cook for 1 min. Add the carrots if you like them crunchy, if you like them soft cook with the rice. Add the red pepper, garlic, pepper; cook, stirring, until it is all cooked through. Add the thawed peas and cook about 2 min's.To serve fluff the rice with a fork, and combine with the meat mixture.
