Don't be afraid to let it get really dark but not burned...the darker the more toasty flavor. When satisfied set aside in large bowl.Add pepper and onion to pot and cook with cooking spray if gets sticky...until onions are translucent. Then mix in ground beef, cook until browned.Then mix in the fried mac, pureed & crushed tomatoes, and 28oz can of water, salt and pepper to taste. DO NOT MIX AGAIN. If you do it will get pastey.Let simmer on low heat until pasta is cooked and liquidy tomato juice is almost gone.
