Heat oil in a large dutch oven. Add beef cubes and brown on all sides. Add onions and peppers, stir and keep browning. Add garlic and paprika, stir until fragrant. Let a good brown crust develop but be careful not to let anything burn. Add broth and tomatoes, season with salt and pepper. Bring to a boil, add water and cover.
