2 tbsp olive oil
1 1/2 tbsp kosher salt
3/4 tbsp ground black pepper
1 large onion, chopped
3 celery rib, chopped
3 small carrots, chopped
3 large garlic cloves, chopped
12 oz tomato paste
10-12 thyme sprigs, bundled or chopped
3 sprigs rosemary, chopped
3 bay leaves
2 cups red wine
3-4 cups of water

Here is how you make Joy's Braised Lamb sirloin:

Preheat oven 400 degrees F. Add 1 tbsp oil to dutch oven under medium heat. Season lamb with salt and pepper and add to pan until browned. Remove and set aside with paper towel. Add 1 tbsp oil to pan and add the onions, carrots, celery, and garlic. Saute for 20 minutes. Add 12 oz of tomato paste and cook for 5 minutes. Add 2 cups of red wine, thyme, rosemary and bay leaves. Reduce it in half. Add the lamb back to pan and cover. Place it in oven for 2 1/2 - 3 hours. Constantly check if it runs out of water. Add water if needed. Remove cover the last 30 mins.
