In a large bowl, beat eggs and water. Add stuffing mix (w/seasoning). Mix well. Add Beef and mix well. Pres into an ungreased 9x5x3 laof pan. Top with Ketchup. Bake, uncovered, at 350degrees for 1-1/4 to 1-1/2 hours or until no pink remains and a meat thermometer reads 160 degrees.
