Heat oil in pressure cooker (or Dutch oven, or crock pot). Brown meat cubes. Remove; set aside. Cook onions in the pot with remaining oil and juice from meat until tender. Layer potato slices on top of onions. Sprinkle with Tobasco, salt, and parsley. Add hot milk. Cover and place weight on top of cooker. Bring pressure cooker to cooking temp (weight rocks steadily) and cook for 15 minutes. Cool pan in water in sink until pressure drops.
