Coat them with 1 tbsp olive oil. Preheat the oven broiler Place the peppers on a baking sheet. Place on the highest rack in your oven. Watch carefully. When black splotches appear, remove the baking sheet from the oven. With tongs, flip the peppers over and return the sheet to the oven. Watch carefully again for the black splotches. Once those have appears, remove from oven, place the peppers in a heat proof bowl and cover with plastic wrap. Once the peppers are cooled (about 15-20 minutes), pull the stems out and peel off the skin. Then cut open the peppers and remove any remaining pulp or seeds. Slice peppers into julienne strips.Meanwhile, cook pasta in a large pot of boiling salted water. Drain and set aside.Heat the remaining 2 tbsp olive oil in a skillet. Saute the onion (with a pinch of sugar over low heat) until caramelized. Add the peppers. Slice the garlic cloves in half and add to the onion/pepper mixture.
