Add diced onion, bell pepper, and cook til softened, stirring frequently. Add garlic and mushrooms. In a separate skillet brown the hamburger. Drain the fat from the hamburger and add to the vegetables. Sprinkle mixture with flour, and cook for a minute or two. When all the ingredients are coated, slowly add the wine. Cook for another minute. Add chicken broth and 1/4 Cup of the cheddar cheese to the mixture and stir until thickened. Fill the baking dish with the mixture and set aside.Mash potatoes with the sour cream, cover the hamburger mixture evenly. Top with remaining cheese.Bake for 20-25 minutes until cheese is bubbly.
