Brown beef in a skillet. Remove browned beef, then add onions and garlic to the pan. Sautee until softened. Remove from pan. Add the flour and stir to form a roux. Quickly add tomato puree, 2 cups water and beef bouillon. Bring to a boil and simmer until thickened. Add all beef, onions, garlic, gravy and frozen peas/carrots to a bowl to mix well. Pour into a casserole dish sprayed with cooking spray. Place in the oven and bake for 20 minutes. Prepare mashed potatoes as follows. Add 3 cups water and margarine to a saucepan and bring to a boil. Add milk, parsley, seasoning and flakes. Mix well with a fork. Once the casserole finishes its oven time, remove and cover with the prepared potatoes.
