Spray 12 inch nonstick skillet with cooking spray. Cook bacon stirring occasionally, until crisp. Stir in onion and bell pepper. cook 2 to 3 minutes, stirring occasionally, until vegetables are crisp-tender, remove from heat. Drain. Stir in stuffing crumbs, water, thyme, and salt. Spray 6 quart slow cooker with cooking spray. Place stuffing in slow cooker.Sprinkle pork chops with pepper, season salt, and marjoram.
