Prepare brown rice as directed. Pre-chop all vegetables. Add black beans, cubed ham and white wine vinegar to 4 quart pot. Cook over medium heat. In a skillet, heat olive oil. Add pepper, scallions and garlic to skillet. Cook over medium heat until tender, about 5 minutes. Add cooked vegetables and herbs to pot. Continue to simmer 10-15 minutes. Serve over brown rice.
