Here is how you make Pressure Cooker Roast:

Rub the roast with salt, pepper and onion powder. Heat 1 tbsp of olive oil in a skillet, brown the roast on all sides. Place the browned roast and 2 cubes of bullion in the pressure cooker with 16 oz of water and chopped onion and garlic. Pressure cook for 50-55 minutes. Release the steam and add chopped carrots, celery and potatoes and cook for an additional 15 minutes.
