Put potatoes, carrots, and garlic in slow cooker. Put roast on top.Combine beef stock, tomato sauce, tomato paste, thyme, rosemary, mushrooms, onions, pepper, and milk in a food processor. Process until smooth, adding more milk if necessary. Pour over roast.Cook on HIGH 1 hour, then reduce heat to LOW for 9 hours.Remove meat and veggies and keep warm. Combine cornstarch and water in a small bowl, and stir into slow-cooker juices.
