Brown sausage, drain off any fat. While the sausage is browning, chop bell pepper, onion, tomatoes (fresh or canned), garlic, and basil. Add to the sausage and cook for 5 minutes on medium heat (to let the pepper and onion soften a bit). Add tomato sauce, brown sugar, a dash or two of garlic salt. Set to simmer. The water should be boiling now - add pasta and cook per package. Allow the sauce to simmer while the pasta is cooking. When the penne is done, drain and mix with the sauce.
